Create a full body, flat vector illustration of [CHARACTER] in a whimsical, wavy cartoon style. Use thin black outlines and smooth, rounded shapes. The character should have a tiny white-colored head with tiny dot eyes and a simple nose and mouth. The body should have exaggerated, playful proportions. Use bold, flat colors for the clothing. No gradients. No shading. No smudging. Place the character on a solid blue background. Vector friendly. Square aspect ratio.
